Sub-Bid Opportunities

W. Morgan Speer, Attorney at Law

This firm retained Sisca Construction, LLC to provide consulting services and to act as an owner’s representative for our client, a not-for-profit School located in Palm Beach County, proposing to build a 20,000 square foot gymnasium facility at an estimated cost of $2,000,000.00.

Under Charlie Sisca’s direction and representation, the project moved from initial planning stage to the point of permitting. Specifically, he reviewed the plans and subsequent revisions and worked with the architect and numerous engineers to bring into reality the owner’s vision, while also bringing the plans into full compliance with the Palm Beach County Code. He was responsible for the entire bidding process, including the preparation of bidding documents, assisted the Architect in the finalization of the project manual and supplements, acted as liaison between the owner and the contractors bidding the job, reviewed the bids and provided an analysis of the bids in comparable format for the owner. He negotiated the construction contract, and assisted this firm in drafting the contract. He assisted the owner in developing a budget, and provided advise relating to the lender financing of the project.

We have found Charlie Sisca to be ethical and fair in his business relationships, to exercise sound judgement, to be extremely knowledgeable in all areas of construction, and to be well versed in the legal and accounting issues that accompany a construction project. As legal counsel, we found we could rely on Charlie Sisca’s advice, which we could pass on to our client without fear. He invested himself significantly in our client’s project, and we found him to deal without client’s business with the same care and concern that one would have for his own business. Without hesitation, we can strongly recommend Charlie Sisca and Sisca Construction as an owner’s representative, construction manager or consultant.
